Speaker Nabih Berri said only 45 lawmakers were present for the Wednesday debate, not as much as two-thirds of the 128-member parliament.
The parliament failed to elect a president due to the separation of Christians, Sunni and Shiite Muslims, and Druze. Lebanon has been without a president for more than a year, ever since the term of Michel Sleiman ended.
