"An invitation to take part in the inauguration of President Sheinbaum was sent to President Putin," a representative of the Mexican embassy said.

The Russian President will decide whether to attend the ceremony himself or send another high-ranking official on his behalf.

The International Criminal Court (ICC) issued an arrest warrant for Putin in 2023. While Russia is not a member of the ICC, Mexico is. But the two countries have been forging closer ties, with Putin congratulating Sheinbaum on her June win, saying that Mexico, as Russia's "historically friendly partner, opens a new tab in Latin America."

Last September, a Russian military unit participated in a parade to celebrate Mexico's Independence Day.
