(VOVWORLD) - At a Q&A session in Hanoi on Wednesday, Minister of Science and Technology Huynh Thanh Dat answered legislators’ questions on technology breakthroughs and the development of Vietnam’s technology market. More than 120 NA deputies registered to question the Minister.

Dat said many new, advanced technologies have been applied and have brought greater efficiency to the healthcare, telecommunications, and transportation industries, making them more competitive and participants in the global production chain.
To promote this advantage, the Ministry has approved 19 science and technology programs with specific goals and requirements and products. This is the foundation of a state budget framework for scientific tasks.
The Ministry will ask the Prime Minister to adjust mechanisms, policies, and regulations in line with practical developments, and promote the program to find, transfer, master, and develop foreign technologies.
According to Dat, one of the core factors in achieving a breakthrough in science and technology development is attracting talented people.
“The Ministry was assigned to develop a project to build a contingent of intellectuals in the period of accelerating national industrialization and modernization in line with resolution 27 of the 10th Party Central Committee. Although this is a difficult task, we’ll try to attract researchers, especially from abroad,” said Dat.
Vietnam needs to establish a creative environment, said Minister Dat, adding that the National Innovation Center in Hoa Lac, Hanoi, has many models to be deployed in other localities.
He said the Ministry has completed a project to set up National Innovation and Start-up Support Centers in Hanoi, Da Nang, and Ho Chi Minh City, whose establishment decisions will be issued this month or early July.
“The centers will tap local resources for innovation and apply experimental policy models in new unregulated areas to encourage innovation and creativity,” according to Minister Dat.
