(VOVworld)-NA deputies discussed amendments to the law on science and technology on Tuesday. The law was enacted in 2000 before Vietnam’s admission to the World Trade Organization and consequently needs to be updated.

Deputies said the law must serve sustainable and rapid national development so that Vietnam becomes a basic modern industrialized country by 2020. They called for renovation in financial mechanism and more state budget allocation to accelerate and improve the quality of scientific and technological application. They agreed on a statutory reserve from businesses’ before tax profit to finance research and development. Deputy Phung Duc Tien from Ha Nam province said priority should be given to personnel development in the area: “Scientists must stay at the core of science and technology development strategy and each industry should have its plan on human resource development. The law should be more specific in incentives to retain and nurture talents, especially in the mobilization of overseas Vietnamese scientists.”
