Nguyen Dai Thang, a deputy for Hung Yen province, said that the law plays a vital role in national digital transformation and creates a legal framework for the national database and the national data center, ensuring a unified legal system.

Lawmakers agreed that the transfer of data abroad must be in line with international practices and not compromise security or cross-border data flows.

Dao Chi Nghia, a deputy for Can Tho city, said that many countries, including the US, Russia, and China, have regulations restricting and controlling the transfer of data abroad to ensure the security of data sources. The draft law contains clear regulations, requirements, conditions, and procedures for organizations and individuals transferring core and important data abroad, he said.

“Data should be classified as sensitive data that needs to be restricted, data that can be shared and reused to serve socio-economic development, and data that serves national defense and security,” Nghia noted.

The same day, the National Assembly debated the investment policy for the National Target Program on Drug Prevention and Control until 2030, the amended Law on Advertising, and the amended Law on Chemicals.
