At a working session Tuesday, deputies agreed that at least 35% of the deputies should work full time. They said that figure conforms to the policy of improving the quality of the legislative body. Bui Thi An, a deputy for Hanoi, said: “the law should consider NA deputies the real representatives of the people. We should pay more attention to the introduction of deputies, consultations, and the election process. The ratio of 35% full-time deputies is reasonable because we should reserve the remaining seats for other sectors. The problem is how to select the right people to be full-time deputies. I propose we set up a law-drafting division instead of depending on outside agencies to submit drafts.

Many say there haven’t been enough changes to the working mechanism and conditions to ensure that deputies fulfill their duties. Some deputies also suggested changes in the way the NA interacts with the public.
