(VOVworld) – The National Assembly on Wednesday continued discussions the draft law on terrorism prevention and control. The deputies said that the law should uphold the strength of all people and that prevention is more important than control. Some deputies ruled out the possibilities of forming full time anti-terrorism force. Bui Duc Hanh is a deputy from Lao Cai province: “The Steering Board for Terrorism Prevention and Control should work part time but regularly so that they can deal with emergency cases. There should a uniform structure from central to local level. The central board is headed by a Deputy Prime Minister and the local board is headed by a chairman of provincial People’s Committee.”

NA Deputies today discussed draft law on natural disaster prevention and mitigation. They agreed on the need to issue the law to prevent or respond natural disasters for sustainable socio-economic development and national security. Most of deputies stressed that the law should be relevant to international convention on climate change especially UN Framework Convention on Climate Change. To minimize damage caused by natural disasters, deputies agreed that there should be bold and synchronous measures with the participation of the entire society and political system. Moreover, it is essential to have professional rescue team and to establish a National Committee for Natural Disaster Prevention and Mitigation to assure safety for the people and their properties. Ministries, sectors and localities should closely cooperate in this effort. Ton Thi Ngoc Hanh is a Deputy from Dac Nong province: "The State should take the leading role in natural disaster prevention and response. Beside incentives, it is necessary to adopt mandatory regulations for individuals and organizations to follow. Regarding their rights and responsibilities, I suggested adding the word “active” to the law to raise responsibilities of organizations and individuals in natural disaster prevention and clean up. It is essential to honor individuals and organizations who make great contribution to national disaster prevention and response because by doing so, they risk their life".

The National Assembly approved a resolution on votes of confidence for officials elected or approved by the National Assembly and People’s Councils. The Law on Capital was also approved, paving the way for the capital city’s development.
