(VOVWORLD) - The 12th Party Central Committee’s report on documents submitted to the 13th National Party Congress on Tuesday pointed to several important national targets for the coming decades.
Vietnam wants to become a developing country with modern industry and middle incomes by 2025, a developing country with modern industry and upper-middle incomes by 2030, and a developed country with high incomes by 2045.

Economist Nguyen Minh Phong said: “These targets will require coordinated solutions and concrete development programs and projects. Human resources are no longer just labor. Human resources include leaders, managers, and integrators, a fact acknowledged by the 13th National Party Congress.”

Vo Tri Thanh, former Deputy Director of Central Institute for Economic Management, said: “Political institutions, human resources, and infrastructure are the three basic elements of any breakthrough in national development. In addition to setting up modern market economy institutions and adopting the best standards, state agencies must ensure transparency and professionalism. Priority should be given to creating a good foundation for development, based on digital infrastructure and innovations; and human resources should be trained to match the new requirements of state institutions.”
