At a press conference in Hanoi on Friday, Deputy Head of the Presidential Office Can Dinh Tai said the decision reflects Vietnam’s humanitarian tradition and the Party and State’s policy of leniency.

Amnesty, enshrined in the Constitution and codified in the 2018 Law on Amnesty, applies without discrimination to all eligible inmates, regardless of nationality, according to Mr. Tai.

“The amnesty process has been carried out strictly in accordance with the law, ensuring democracy, transparency, fairness, and objectivity. All eligible inmates have been considered for release,” he said.

Deputy Minister of Public Security Nguyen Van Tuyen said 66 foreign nationals from 18 countries are among those pardoned this time.

“Vietnam has granted amnesty on 40 occasions over the past 80 years. Nearly 100,000 inmates have been released since 2009 alone. Earlier this year, more than 8,000 inmates were freed on the occasion of National Reunification (April 30). Taken together, the two rounds make 2025 the year with the largest number of inmates pardoned so far,” he said.
