Michael Mann, a spokesperson for Catherine Ashton, EU High Representative for Foreign Affairs and Security Policy, said a group of senior officials of P5+1—the US, Britain, France, Russia, China, and Germany—and Ashton will participate in the negotiation. Marie Harf, a spokesperson for the US State Department, said Under Secretary of State Wendy Sherman will be the US chief negotiator. Harf expressed her hope that the talks will be upgraded to ministerial level but it’s unknown whether or not foreign ministers including US Secretary of State John Kerry will join the talks. The new deadline for a comprehensive agreement between Iran and P5+1 is November 24. Under the agreement, Iran will revise its nuclear programme and the Western powers will lift their sanctions on Iran.
