Party leader points out tasks of constitutional revision

(VOVworld) The 5th conference of the Communist Party of Vietnam’s Central Committee opened on Monday in Hanoi. Party General Secretary Nguyen Phu Trong delivered an important speech at the opening ceremony. VOV now gives you excerpts of his speech.

Party leader Trong said the 9 day meeting will discuss the revision of the 1992 Constitution. Delegates will also review implementation of the 9th Party Central Committee’s Resolution, discuss measures to renovate land policies on land in the country’s industrialization and modernization process, as well as some socio-economic issues for the next 8 years with a focus given to social policy beneficiaries and ensuring social security. High on the agenda are the 5-year implementation of the 10th Party Central Committee’s Resolution on enhancing the Party’s leadership in the fight against corruption and wastefulness while consolidating and improving the quality of the Central Steering Committee for anti-corruption.

Regarding the revision of the Constitution, Mr. Trong stressed that the Party Central Committee will work on a report submitted by the Drafting Committee for the Amendments of the 1992 Constitution. He pointed out the upcoming tasks: “Constitutional revision should reconfirm the nature and overall model of our political regime and state apparatus, which were defined in the 2011 party platform and the 1992 Constitution. Our state is a socialist state governed by law, of the people, by the people and for the people. All state powers belong to the people, who execute the state’s powers through state organizations under the party’s leadership. Our state powers, shared by agencies, enable us to exercise legislative, executive and judicial rights. The National Assembly is the most powerful body and the only agency that has the necessary constitutional and legislative rights. Other agencies are being set up and supervised by the National Assembly”. 

Party General Secretary Nguyen Phu Trong stressed that land is a precious asset for the nation, a valuable natural resource, a mean of subsistence for people and a major source of energy. Land belongs to the people represented and managed by the State. He said that the Party’s resolution to renew its policy on land and removing obstacles in land management and use to harmonize the interests of the State, people, and investors while ensuring social order is essential: “We should focus on clarifying why our land resources have not been brought into full play to be the driving force for our national socio-economic development. Why is the use of land in many places still wasted? Why are there so many cases of land corruption? Currently, 70% of complaints and denunciations are related to land. Some points of the 2003 Law on land need clarified as well as the overlapping regulations. Weaknesses in state management agencies, insufficient awareness, and the execution of the law should also be taken into consideration. If based on this analyses, we can perfect the law and policies on land.”

Regarding the fight against corruption and waste, Mr Trong focused on the need to analyze the current situation and its effects to prevent corruption to develop more pragmatic measures.

The Party leader also called for resolutions on several social issues until 2020, with a focus on preferential treatment for people with revolutionary service, while ensuring social welfare, medical insurance, housing, and basic social services for the public.
