(VOVWORLD) - Party General Secretary To Lam has affirmed that the Vietnam People’s Army (VPA) must remain the core force in performing all missions, firmly upholding the Party and State’s defense line, especially the all-people national defense policy and the peaceful, self-defensive nature of Vietnam’s national defense.

Addressing the VPA’s 12th Party Congress for the 2025-2030 tenure in Hanoi on Tuesday, Mr. Lam, who is also Secretary of the Central Military Commission, emphasized the principle of relying on the people and taking the people as the root, subject, and center of the cause of national construction and defense.
“We must resolutely build a politically strong Army, thereby preserving and strengthening the Party’s absolute, direct leadership over the Army in all aspects. This is an unwavering principle in building a new-type revolutionary military - born from the people, fighting for the people, and closely bonded with the people.”
The Central Military Commission, the Ministry of National Defense, and Party committees and commanders at all levels must pay particular attention to building a political and spiritual foundation for soldiers, ensuring that the Army remains steadfast in Marxism-Leninism, Ho Chi Minh’s Thought, and the Party’s viewpoints and policies; firmly pursuing the goals of national independence and socialism; and always serving as the Party’s, the State’s, and the People’s absolutely loyal and trusted political and combat force, he said.

The Party chief stressed the need to enhance education, training, and discipline for officers and soldiers so they can respond effectively to non-traditional security challenges.
He called on the Army to promote bilateral and multilateral defense cooperation, handle external defense relations in a balanced and flexible manner, maintain a peaceful and stable environment, and safeguard the Fatherland early and from afar.
Mr. Lam also underlined the importance of the Army’s continued participation in UN peacekeeping operations, as well as in search-and-rescue and disaster relief activities.
