The Master Plan also aims for international container transshipment to reach 4.1 million TEU (Twenty-foot Equivalent Units) by 2030. Vietnam is focusing on developing key international gateway port areas like Lach Huyen (Hai Phong) and Cai Mep (Ba Ria-Vung Tau). Additionally, efforts are underway to establish the Can Gio international transit port and upgrade the Ho Chi Minh City seaport to a specialized facility.

Deputy Prime Minister Tran Hong Ha said, "planning needs to be thorough, covering all aspects and supported by technical, economic, and environmental justifications." An accurate forecast is essential for creating an investment roadmap and calculations of water and land space, as well as site clearance, are necessary for project implementation, he added.
