Dung said it is important to ensure socio-political and macroeconomic stability, thus helping the business community feel secure in production and business operations. He highlighted the need to stimulate economic growth by revamping the market economy institutions, ensuring freedom of business, transparency and equality in business operations and simplifying administrative procedures regarding the establishment of businesses, taxes, customs, land management and inspection formalities. With regard to administrative reforms, the PM said the Government is calling for officers and employees to change their attitudes when dealing with issues related to enterprises and the people. Dung said: “The reform tax and customs related procedures has made progress but have not met requirements. It is still difficult for people to pay taxes. We should implement administrative reforms from the leader to the staff levels. Enterprises are the key production force of the economy, so these complicated and difficult procedures can hinder their development. I really hope that ministries, sectors and localities as well as associations and enterprises join efforts to revamp the procedures”.
Dung directed the banking sector to assist businesses with simplified credit access, the development of capital markets and better links between themselves and the banks. He reiterated the Government’s willingness to promulgate proper mechanisms and policies to support enterprises while suggesting that businesses should pay special attention to restructuring and employing advanced technology in order to increase labour productivity, sharpen competitiveness and decrease production costs.
