At an online conference on the silver economy development in the world and its adaptation to Vietnam's policies and strategies held in Hanoi, Prime Minister Chinh emphasized raising awareness and renewing mindset to adapt to population aging coupled with the development of the silver economy. Other focuses are developing an ecosystem for elderly healthcare, encouraging businesses to develop services that shift from passive care to active care, and promoting the role of the elderly in society.

The Prime Minister proposed "three pillars" in developing the silver economy, saying “The elderly is at the center. They are considered a supply resource with the role of a valuable, experienced, and rich labor force and a demand driver with the role of a powerful consumer force, capable of high spending, especially on health, tourism, and education. Businesses are the focus of innovation and implementation, with social responsibility and a work environment friendly to the elderly. The State is the "institutional architect," creating a solid legal framework, incentives, and social security.”

Prime Minister Chinh also proposed building and fine-tuning the institutional framework, researching and developing models for developing the silver economy ecosystem, ensuring the integration of technology, services, and production elements suitable to the needs of the elderly.
