262 Russian trucks carrying humanitarian supplies under the sponsorship of the International Committee of the Red Cross (ICRC) are already approaching the Ukraine border. Under an agreement between the two foreign ministries, at a border gate chosen by Kiev, the convoy will be given Ukrainian license plates and handed over to the ICRC, which will take responsibility for delivering the aid to civilians in combat zones.
