Peskov stated that the West remains unwilling to listen to Russia's concerns after Moscow announced its suspension of participation in New START. He said that the situation for Russia has changed dramatically since this treaty was ratified.

NATO has been arming Ukraine as a single bloc involving in the Russia-Ukraine conflict, Peskov said, adding that President Vladimir Putin remains open for talks, especially peace talks with Kyiv.

The New START Treaty between Russia and the United States provides reductions in the nuclear arsenals of both countries.
