Deputy Hoang Van Cuong from Hanoi said, “In its 2021-2025 economic development plan, Vietnam should focus its investment in the major conglomerates, the pillars of Vietnam’s economy. We should pay attention to high-quality human resources to promote innovation and start-ups in order to create high-value value chains and achieve breakthrough growth. Our solution is not lowering, but managing, public debt efficiently. I think it’s better to lure foreign loans to domestic businesses for production than to rely on foreign direct investment.”

Deputy Vuong Ngoc Ha of Ha Giang province highlighted regional links as the key to sustainable development. “I propose three solutions. First, regional and local planning should be the basis for law-making and focused investment. Second, the Government should give priority to transportation infrastructure, a breakthrough solution for comprehensive socio-economic development. Third, the Government should adopt preferential policies to attract investment in key fields to produce signature products for each region, each of which is a complete processing chain,” said Ha.
