Negotiation began last November but has failed to reach an agreement on the major content. In a press release prior to the negotiation, Colombia’s government accused the FARC of impeding the peace process by making proposals that were off the agenda. However, chief FARC negotiator, Ivan Marquez said the force has always been prudent and had initiatives to resolve the issue. Since the negotiation was launched, Colombia’s government and the FARC have reached only one deal, related to land reform, in the five-major-point agenda. The two sides are now continuing to discuss the second point on FARC’s participation in political activities.
