According to the newspaper, it is not yet known whether the White House has made a final decision on the matter. Critics of the administration allege that Russia has interfered with American monitoring flights while using its missions to gather intelligence in the US. A Trump administration official said the US continued to be in full compliance with its obligations under the treaty. He declined to discuss the future of the pact.

The Treaty on Open Skies was signed in March 1992 in Helsinki by 24 member nations of the Organization for Security and Cooperation in Europe. The treaty established a program of unarmed aerial surveillance flights over the entire territory of its participants.
