State Department spokesperson Jennifer Psaki said that the talks will be resumed if Pyongyang abides by its past commitments including a joint statement reached in September 2005. Ms. Psaki also criticized Pyongyang’s statement saying that it will stop nuclear tests in the future if Washington agrees to suspend joint military exercise with Seoul this year.

Earlier, at a two-day unofficial US-North Korea negotiation in Singapore early this week, North Korea’s chief nuclear negotiator Ri Yong Ho once again called on the US to end its large-scale annual military drills with South Korea, blaming them for the rising tension on the Korean Peninsula. Mr. Ri Yong Ho proposed the resumption of the six-party talks saying that this is the first time North Korea had proposed the meeting without any precondition.
