Delegates agreed on the need to have support policies for people in the informal labor sector to get involved in voluntary social insurance and adjust the calculation of retirement pensions based on insurance payments, duration, and benefits. Chairwoman of the National Assembly's Committee for Social Affairs, Truong Thi Mai, said: “When the Social Insurance Law comes into effect on January 1, 2016 we’ll carry out more measures to increase the number of people having social insurance. We aim to have 29 million people covered by social insurance by 2020. The state should support part-time cadres and people in the informal labor sector to take part in the program.”

11 million people had taken up social insurance by the end of last year.
