Axelle said the EU has adopted a Framework Participation Agreement (FPA) establishing a legal framework for Vietnam’s participation in EU-led civilian and military crisis management operations.

She added that the EU has sent Colonel Geoffroy Hartmann, a French active military officer and an expert on UN peacekeeping, to work with the Vietnam Department of Peacekeeping Operations to support future cooperation programs between the two sides as part of a EU-funded pilot program.

Mr. Vinh underscored the need for specific plans to realize what Vietnam and the EU have agreed to. He urged the EU to continue conducting French courses to prepare Vietnamese officers to participate in UN peacekeeping activities.
