At the ceremony, the national anthems of both countries were played by a military band, followed by PM Chinh reviewing the Indian Armed Forces' guard of honour.

The state visit marks PM Chinh's first trip to India in his capacity as head of the Vietnamese government, and the first one by a Vietnamese PM to India in a decade.

It aims to strengthen political trust and deepen multifaceted cooperation between Vietnam and India, driving their comprehensive strategic partnership toward tangible and effective outcomes in various fields, including politics, diplomacy, security, defence, economy, trade, and investment.

During the talks following the welcoming ceremony, the two Prime Ministers reaffirmed their determination to strengthen the Comprehensive Strategic Partnership between Vietnam and India in the coming years.

They agreed to consolidate traditional areas of cooperation and expand into new potential areas under the motto of "5 more," which includes: higher political trust, deeper defense and security cooperation, more substantive and effective economic-trade and investment cooperation, more open science and technology collaboration, and closer cultural and people-to-people exchanges.

They also agreed to enhance cooperation in the defense and security industry; education, training, culture, tourism; and science and technology, especially in core technologies, semiconductor chips, artificial intelligence, innovation, and rare earth mining and processing technology.

The two leaders agreed to double bilateral trade by 2030. Prime Minister Chinh encouraged large Indian corporations and technology billionaires to invest in Vietnam.

Both leaders agreed to work closely at regional and global forums, uphold principles of ensuring security, safety, freedom of navigation and aviation, and peacefully resolve disputes in line with international law.

Following the talks, both leaders witnessed the exchange of nine cooperation documents in health, law and justice, diplomacy, human resource training, agricultural science, radio and television, tourism, and culture, the Action Program to implement the 2024-2025 Comprehensive Strategic Partnership, and the exchange of a diplomatic note on Vietnam's accession to the Coalition for Disaster Resilient Infrastructure (CDRI). They also adopted a Joint Statement on strengthening the Comprehensive Strategic Partnership, and inaugurated the Military Software Park in Nha Trang.

At the press conference after the talks, Prime Minister Pham Minh Chinh reaffirmed the priority and importance that Vietnam and India place on their relationship in foreign policy. He emphasized the need to preserve, consolidate, and enhance the traditional relationship while striving to find breakthroughs to elevate bilateral relations to new heights.

Prime Minister Narendra Modi emphasized that Vietnam is a key partner and a strong pillar in India's Act East Policy. He noted that India's development vision for 2047 and Vietnam's development goals for 2045 will open new channels of cooperation that will benefit both countries.

Also on the morning of August 1, Prime Minister Chinh and the Vietnamese delegation laid a wreath in tribute of Mahatma Gandhi at the Raj Ghat memorial complex in New Delhi.
