Vietnam-China sign 10 cooperative documents

(VOVworld) – Vietnamese President Truong Tan Sang and his Chinese counterpart Xi Jinping held talks on Wednesday on the two countries’ current relationship and major orientations and measures to advance the Vietnam-China comprehensive strategic cooperative partnership. The two leaders also exchanged views on regional and international issues of mutual concerns.

After the talks, the two leaders witnessed the signing of 10 important cooperative documents to generate a breakthrough in bilateral relations. They include:

- A joint action plan between the Governments of Vietnam and China on implementing the Vietnam-China comprehensive strategic cooperative partnership;

- A cooperative agreement between the two Ministries of Defence;
- An agreement between Vietnam’s Ministry of Agriculture and Rural Development (MARD) and China’s Ministry of Agriculture on the establishment of a hotline for unexpected incidences in fishing operations at sea;

- A Memorandum of Understanding (MoU) between the two Governments on establishing a cultural centre in each country;

- The working statutes of the Vietnam -China Joint Committee on Land Border Gate Management;

- An agreement between the Vietnam’s Ministry of Agriculture and Rural Development and China’s General Administration of Quality Supervision, Inspection and Quarantine on cooperation for import and export animal and plant quarantine;

- A cooperation plan between the Vietnam Union of Friendship Organizations (VUFO) and China’s People’s External Friendship Association in the 2013-2017 period;

- A framework agreement between the two governments on China’s provision of a preferential credit worth 320 million RMB for Vietnam’s railway information system;

- An agreement on preferential buyer’s credit worth 45 million USD for the Ninh Binh Urea Plant project;

- and the 4th revisions to an agreement between the Vietnam National Oil and Gas Group (PVN) and China National Offshore Oil Corporation (CNOOC) on the joint exploration in agreed offshore areas in the Gulf of Tonkin.

Do Van Hau, General Director of the Vietnam National Oil and Gas Group said PVN and CNOOC signed the first agreement in 2006 in line with the Convention on the Gulf of Tonkin Demarcation: "This is a cooperative agreement on an area in the Gulf of Tonkin, where Vietnam and China signed a convention to identify a sea boundary. The cooperative agreement doesn’t affect national sovereignty of each nation in the Gulf of Tonkin. This is purely economic cooperation for joint-exploration and exploitation if we can find an oil field."
