Deputy Prime Minister and Foreign Minister Pham Binh Minh and leaders of the military-run Viettel telecom service provider attended the launch ceremony in Hanoi on Monday. The launch shows the efforts of the Vietnamese government and its Foreign Ministry to protect Vietnamese citizens and their legal entities overseas.
