Vietnam will strive for a telecommunications growth rate about 50% higher than the GDP rate. Vietnam will restructure its telecommunications businesses, especially the inefficient state-owned businesses, using mergers and acquisitions to form 3-4 big groups that are specialized, professional, and make effective use of telecommunications infrastructure, manpower, and resources.
