PAPI 2016: Vietnam’s public service delivery improved

(VOVworld)-The 2016 Provincial Governance and Public Administration Performance Index (PAPI) report has showed improvements in public service delivery and public response to the National Assembly election, and effective enforcement of the 2013 revised Land Law. The report, released in Hanoi on Tuesday, was based on a survey of 14,000 people across Vietnam on their interaction with governments at all levels.

PAPI measures six dimensions: participation at local levels, transparency, vertical accountability, control of corruption, administrative procedures and public service delivery. The survey has been implemented each year since 2011.

“PAPI is an effective tool to judge the performance of governments from the central to local levels. It also helps the Party and State fine-tune national development policies,” said Nguyen Viet Thao, Deputy Director of the Ho Chi Minh National Academy of Politics.

PAPI is a collaboration between the Center for Community Support and Development Studies, the Center for Research and Training of the Viet Nam Fatherland Front and the United Nations Development Program.
