Party chief stresses role of grassroots officials in policy implementation

(VOVWORLD) - Grassroots officials and the quality of the cadre workforce play a decisive role in ensuring policies are implemented accurately and effectively, said Party General Secretary To Lam.

Chairing a working session with the Party Central Committee’s Organization Commission on measures to improve the quality of grassroots-level officials in Hanoi on Thursday, the Party chief noted that the country is entering a new stage of development while promoting greater decentralization and delegation of authority to the grassroots level. Therefore, improving the quality of grassroots officials is critical to the nation’s development.

According to the Party General Secretary, the entire political system must enhance policy execution by standardizing grassroots officials in line with new task requirements. Particular attention should be given to developing a comprehensive competency framework that includes political and ideological qualities, the capacity to perform public duties, and each official’s development potential.

Party General Secretary To Lam said: “Party committees at all levels must identify improving the quality of grassroots officials as a breakthrough step in strengthening the Party’s leadership capacity, governance capability and fighting spirit, as well as enhancing the effectiveness and efficiency of local state management. This task should be incorporated into full-term and annual work programs, as well as inspection and supervision plans."

He said People’s Committees at all levels, along with home affairs agencies and Party committees, should coordinate to develop competency frameworks for job positions and for the grassroots-level cadre and civil service workforce. Existing personnel should be reviewed and reassessed to identify competency gaps and establish training roadmaps.

"Pilot programs should be prioritized in selected urban, rural, mountainous, border and island areas in order to refine models and evaluation criteria, organize scenario-based training, and measure public service performance indicators. The results should then be reviewed and expanded nationwide,” stressed the Party leader.
