(VOVWORLD) - The National Assembly has finished conducting votes of confidence on 44 individuals it either elected or approved. This is one way the Assembly exercises its oversight responsibility – by assessing the performance of individuals through a vote. Votes of confidence improve the performance of the State apparatus and motivate national development.

This is the 4th time the NA has conducted votes of confidence. The previous times were in 2013, 2014, and 2018.
An important step in cadre affairs
Votes of confidence on positions in the political system are an important step in cadre affairs and should be done regularly. The ongoing 6th session of the 15th NA is the first time votes of confidence have been conducted in accordance with Resolution 96, which was adopted by the NA in June.
According to Resolution 96, if an individual receives low confidence votes from two-thirds of the voters or more, whoever nominated them for election or approval by the NA must ask the National Assembly to dismiss them in the current or following session.
If an individual receives low confidence votes from more than half but less than two-thirds of the voters, the individual may submit their resignation, and if they don’t, the NA Standing Committee will conduct its own vote of confidence in the current or following session to decide the individual’s status.
The NA’s vote of confidence on positions elected or approved by the NA reflects the legislature’s assessment of the performance of each individual since the beginning of their term.
On Wednesday it was announced that all 44 individuals who underwent a vote of confidence this time passed with an overwhelming number of high confidence votes. Secret ballots ensured the fairness and objectivity of the process.
National Assembly Chairman Vuong Dinh Hue said: "This is the result of the urgent but cautious, serious, and highly responsible preparation process by the National Assembly Standing Committee, relevant organizations, and those receiving votes of confidence. The National Assembly unanimously passed a resolution confirming the results of the vote of confidence for those holding positions elected or approved by the National Assembly."
Improving the performance of the State apparatus
The vote of confidence also reflects the National Assembly's expectations for the industry or field each individual is responsible for.
A vote of low confidence motivates individuals to reflect on their performance and reconsider their actions. A vote of high confidence encourages individuals to strive even harder and do even better in the future.
Deputy Nguyen Thi Suu of Thua Thien-Hue province said: "The results of the vote of confidence show a comprehensive and objective review of the quality of responsibility, leadership capacity, and executive management of the individuals receiving votes of confidence. There will certainly be a positive, faster, and more comprehensive shift in the activities of these individuals."
This mid-term vote of confidence is the first test to evaluate ministries and sectors’ efforts so far, and encourages them to adjust their plans in order to complete set goals before the end of their term. The vote of confidence helps the Government evaluate, foster, train, and direct high-ranking officials elected or approved by the National Assembly.
