New-style rural building program gives villages a facelift

(VOVWORLD) - After nearly a decade of implementing the National Target Program on building new-style rural areas, the lives of rural people nationwide are measurably better. This is encouraging them to continue to support government efforts to make their villages more prosperous, civilized, and livable.

Tran Dang Huu of Ba Nha commune in Hanoi’s outlying district of Quoc Oai was inspired to welcome the 2020 New Year by how much his family and village have benefitted from the National Target Program on building new-style rural areas. Huu said the local Party and State’s guidance and support for villagers in restructuring their production and expanding fruit farming has boosted their income and the local economy.

“The local roads, schools, medical stations, social welfare, and living conditions have improved. Villagers have strongly supported the Party and government’s direction and policies from which Ba Nha commune has greatly benefited. We would like to thank the Party, State, and Government,” Huu said.

Nguyen Thi Thuan of Yen My commune in Ha Tinh province told VOV that a garden economy has helped villagers improve their lives.

Thuan gave her family as an example. Between pigs and chickens and fruit farming, her family now earns nearly 6,500 USD a year. The change is due to the new-style rural building program.

She noted: “Both the villagers and the local administration have enthusiastically responded to the government’s policy on building new-style rural areas. Achievements like the village’s cleaner environment have proved the program’s success.”

The new-style rural building program has gotten a strong response nationwide. To date, more than 4,800 communes across the country - 54% of all communes - have met the standards of a new-style rural area.

More than 110 districts have been recognized by the Prime Minister as having met the new-style rural area standards.

Eight provinces and cities have had all their communes recognized as new-style rural villages. The eight are Thai Binh, Nam Dinh, Ha Nam, Hung Yen, Da Nang, Binh Duong, Dong Nai, and Can Tho.

Nguyen Minh Tien, Director and Chief of the Coordination Office, said the program has been completed one and a half years ahead of schedule and exceeded the 10-year goal for the 2010-2020 period.

Tien said: “The National Target Program on New Rural Development has not simply exceeded the set targets. More importantly, during the 2016-2018 period the program focused on core issues like production development, raising people’s incomes, and improving the environment and culture.”

Luu Duc Khai, Deputy Head of the Research Department for Social Issues of the Central Institute for Economic Management, said the program has changed the Vietnamese countryside and raised farmers’ awareness.

“Rural people are paying greater attention to community development. Many local residents have donated land and labor to new-style rural building,” Khai said.

Minister of Agriculture and Rural Development Nguyen Xuan Cuong said the average income per capita of rural people has increased 3.5 fold in 10 years.

The Ministry will continue to work closely with ministries, branches, and localities to come up with more comprehensive solutions.

“To create a complete ecosystem ranging from institutions to mechanisms, resources, organizations, and guided implementation, we should focus on the state, enterprises, and people. If these three parties cooperate, new-style rural building will be successful,” said Cuong.
