Vietnam resolves to deal with urgent development issues

(VOVworld) - The fifth meeting of the Communist Party of Vietnam Central Committee concluded in Hanoi on Tuesday. Over a period of 9 days, the committee reached a consensus on 4 issues: amendments and supplements to the Constitution, Land Law, corruption and waste prevention, and problems related to social policies and salary levels from now until 2020. VOV brings you excerpts from Party General Secretary Nguyen Phu Trong’s speech at the closing ceremony in Hanoi.   

Revision, amendments, and supplements to the 1992 Constitution were high on the agenda of this meeting. Party leader Nguyen Phu Trong stated: "We have approved many proposals for amendments and supplements to the Constitution mentioned in reports to this meeting. We agreed that this work should only be done on a base of comprehensive, dialectical, specific and historical outlooks. Proposals on amendments should be based on the results of the 20-year implementation of the 1992 Constitution and related laws, taking into full account purposes and requirements of the institutionalisation of the platform on national construction in the transition to socialism (amended  in 2011) and the Resolution of the 11th Party Congress, while inheriting the stipulations of the 1992 Constitution and previous constitutions that remain appropriate."
Regarding the revision process of the Constitution, Party leader Trong urged competent agencies to follow Resolution No. 2 of the 11th Party Congress and Article 147 of the current Constitution which requires opinions contributed by experts, scientists, managers, and the public, laying a scientific foundation for the National Assembly’s consideration and approval.

Regarding the land law, Mr. Trong said the meeting reached consensus on the necessity to continue affirming that land belongs to all the people with the State as the representative owner. Participants agreed on the need to have clearer stipulations on and better enforcement of the representative ownership and the State’s united management right. Land use right is a kind of property distinct from ownership. Mr. Trong said: "It is an urgent task to study revision of and amendments to the Law on Land to repair the shortcomings of the current law to ensure land use efficiency, environmental protection, national food security, socio-political stability and sustainable development. It’s also very important to develop the country’s real estate market healthily, ensuring land use rights and a harmony of interests among the state, the public, and investors."

On the fight against corruption and waste, Party General Secretary Trong said this is a pressing social issue that challenges the party leadership and state management. Party leader Nguyen Phu Trong: “It is a must to pursue and speed up the fight against corruption and waste in accordance with the implementation of the 11th Party Central Committee’s 4th meeting on urgent Party-building issues in the current situation. It’s necessary to pay attention to completing mechanisms, policies and laws on socio-economic management; enhancing organizational and personnel work, increasing the effectiveness and efficiency of detection and dealing with corruption and waste, enhancing democracy, publicity and transparency, and bringing into play the supervisory role of the National Assembly, the People’s Councils, the Fatherland Front, public opinions.”

He added that the Communist Party of Vietnam Central Committee has approved the establishment of a Central Steering Committee on preventing and combating corruption under the management of the Politburo and re-establishment of an Internal Affairs Commission, which will act as a permanent agency of the steering committee.

Regarding social policy, the Party Central Committee requested relevant agencies to thoroughly grasp the Party’s viewpoints and instructions, which consider the constant improvement of the spiritual and material life of social policy beneficiaries as a regular and important task of all branches, sectors and the entire political system as well as society. In terms of wages and social insurance, the Party Central Committee instructed that priority be given to the adjustment of salaries for public employees, cadres and armed forces, along with a review of the salary system for State-owned businesses, the rearrangement of public service delivery agencies, and a wage system reform scheme for the 2012-2020 period and other related schemes.
