Vietnam targets an economic growth of 6 to 6.5% this year. To contribute to this national goal, localities must beef up disbursement of public investment capital, remove production and business obstacles, and increase self-reliance, independence, and creativity in local socio-economic development.

Promoting local advantages

Ho Chi Minh City plays an important role in national industrialization and modernization and one of the drivers of national economic and social development.

The city set a challenging growth target of 7.5 to 8% for 2024. Phan Van Mai, Chairman of Ho Chi Minh City’s People's Committee, says the city has mapped out growth scenarios for each quarter.

“We will promote traditional growth drivers like investment, consumption, and export and seek new growth drivers, new development trends, and new business models to attract social investment, expand markets, and diversify commercial forms. We will also accelerate the digital and green economy, science and technology development, innovation, and strategic investment,” said Mai.

Bac Giang province aims to create development breakthroughs on the foundation of last year’s impressive achievements. It has set 12 groups of specific tasks and solutions in improving the infrastructure, building industrial infrastructure, and perfecting institutions.

Mai Son, Permanent Vice Chairman of the Bac Giang provincial People's Committee, said: “We have proposed the Government establish new industrial zones to attract more investment and urged investors in industrial parks and industrial clusters to invest more. We are focused on improving human resources and becoming a training center for the semiconductor industry.”

Ho Chi Minh City is shifting to a circular economy and green growth for a more sustainable future development. It has completed a strategic framework for green, sustainable development by 2030, while increasing its economic competitiveness and connections domestically and globally. The city has initiated 56 programs and 30 projects to achieve its goals.

Chairman Mai said: “We will reduce emissions from transportation by encouraging the use of public transportation and converting means of transportation that pollute the environment. We will reduce emissions from production by converting production technology and creating a circular economy. Other activities will include green construction, green tourism, green consumption, clean energy, and energy saving.”

Hai Phong city has set specific tasks and targets to tap shifting global capital flows and receive technology transfers from other countries. Secretary of Hai Phong’s Party Committee Le Tien Chau said: “We aim to complete the 2nd Economic Zone and  a Free Trade Zone in the south of the city to exploit our advantage of development land and coastal highways. We are working to make Hai Phong the leading locality that can boast of ‘Location – Quality – Price’.”

At a National Conference to review the performance of the Government and local administrations in 2023 and January 2024, Prime Minister Pham Minh Chinh said the tasks set for 2024 under the Resolution of the 13th National Party Congress are very difficult but of great importance.
