National Assembly exercises supervision rights through vote of confidence

(VOVworld)- Vietnam’s National Assembly on Monday for the first time will collect votes of confidence on 47 positions that it elected and approved. They include the President, Vice President, National Assembly’s Chairman and Vice Chair people, the Prime Minister and Deputy Prime Ministers. This move reflects a new step forward in the National Assembly’s supervision activities and deputies’ responsibility in selecting talents for the nation.

The purpose of collecting votes of confidence is to raise the National Assembly’s supervision over the officials elected and approved by the National Assembly and help the officials to further improve their performance. Dinh Xuan Thao, a deputy from Hanoi, says“The 1992 Constitution and the 2003 Law on Supervision stipulates the National Assembly’s rights to collect votes of confidence for the positions that are approved by the legislative body. But this has not been carried out in reality. The Party resolution on Party building and the National Assembly’s resolution underline the significance of the collection of votes of confidence. This is part of the National Assembly’s supervision activities requiring each deputy to raise uphold responsibility”.

Head of the National Assembly’s Office Nguyen Hanh Phuc says that this is the first time that the National Assembly is collecting votes of confidence, so work should be carried out seriously and cautiously and adherent to the law. Phuc says: “This is the first time we undertake this work. Collecting votes of confidence must be objective and transparent. The National Assembly has asked the officials who are subject to the votes of confidence to submit reports on their work performance. These reports were sent to National Assembly deputies 20 days ago. Additionally, the deputies will study the supervision reports of the National Assembly and voters’ opinions to make their decision when cast the votes of confidence”.

Each National Assembly deputy has to bring into play their responsibility representing voters nationwide. Duong Hoang Huong, a deputy from Phu Tho province, says: " National Assembly deputies have received a lot of information including those from the National Assembly’s Standing Committee, National Assembly and Government agencies, and officials that are subject to votes of confidence and other deputies. I myself have obtained information from different sources. I will demonstrate show my responsibility by giving an objective evaluation”.

Votes of confidences help improve the National Assembly’s supervision and meets voters’ aspiration. Tran Hong Tham, a deputy from Can Tho city, says: “Voters are very interested and hopeful to the votes of confidence at the National Assembly. I think people’s aim is not to put pressures on the deputies and the officials but rather a chance for them to re-evaluate and further improve their work”.

Held for the first time in the 60 years of its existence, the National Assembly’s votes of confidence on the 47 officials elected and approved by the National Assembly opened a new chapter in legislative activities showing the State’s determination in building a team of capable leaders.
