(VOVWORLD) - Typhoon Matmo has weakened into a tropical depression before striking Vietnam. Anticipating heavy rainfall, northern localities in Vietnam have implemented response measures to minimize the damage.

In the Red River Delta and Thanh Hoa province, rainfall may reach 50–150 mm, in places over 200 mm, accompanied by thunderstorms, whirlwinds, and strong gusts. Hanoi is forecast to receive 50–100 mm, with some areas exceeding 150 mm.
In Quang Ninh province, restaurants and hotels have reinforced roofs, glass doors, and windows. Ms. Do Thi Man is a resident of Bai Chay ward.
Man said: “After previous storms, we reinforced our roofs with sandbags and water bags. With storms coming one after another, we’re strengthening everything again. We must prepare in advance to minimize damage.”
Local authorities have issued warnings via mobile loudspeakers, urging residents to stay alert. Armed forces have mobilized 4,200 officers and soldiers and 68 specialized vehicles and boats to be ready to conduct rescue operations and address emergencies.
In Hanoi, to prepare for flooding and assist residents as needed, the city has mobilized 17,000 personnel from the police and military and 2,000 emergency vehicles.
Mr. Nguyen Manh Quyen, Vice Chairman of the Hanoi People’s Committee, said: “All forces on duty for typhoon Matmo must be at their designated posts. When an emergency arises, they must respond quickly. That’s a great responsibility.”
In Lao Cai province, schools were closed on Monday to ensure student safety. The province has prepared supplies, equipment, and personnel to protect lives and property.
