(VOVWORLD) - Party General Secretary Nguyen Phu Trong delivered an opening speech at the 4th session of the 13th Party Central Committee, clarifying viewpoints and guidelines on Party building and rectification. The goals are to prevent and repel the degradation of political ideology, morality, and lifestyle and self-evolution and self-transformation phenomena in order to improve the Party’s leadership and fighting capacity to create new milestones in the development of the Party and the nation.

Party leader Nguyen Phu Trong said the leadership of the Communist Party of Vietnam has been the primary factor in the successes of Vietnam’s revolution. Party building and rectification are key tasks which have vital significance for the Party and regime.
Over the last decade, the Party Central Committee has adopted many important resolutions and decisions to direct Party building and rectification work.
The 13th National Party Congress set fundamental tasks to build a pure and strong Party and political system and vowed to resolutely implement the Party resolution on Party building and rectification.
The ongoing meeting of the 13th National Party Congress will seek consensus on orientations, goals, tasks, and solutions to strengthen Party building and rectification, resist the degradation of political ideology, morality, and lifestyle and self-evolution and self-transformation manifestations.
Party leader Trong said: “We need to discuss the merits of the current Party Central Committee on the implementation of the resolutions of the previous Party Central Committee, the need for clear revisions, and whether Party building and rectification work should be combined with building the political system in line with the spirit of the 13th Party Central Committee. We need to fight corruption and degradation of political ideology, morality, and lifestyle. It’s important to properly assess the situation and causes, clearly define objectives, and viewpoints, and create appropriate guidelines and measures for each problem to be addressed in this term.”
Based on the resolutions of previous Party Central Committees, particularly the resolutions of the 11th and 12th tenure, Party leader Trong asked the Party Central Committee to explicate and clarify the need to prevent corruption and negative phenomena. The Party leader stressed the need to clarify negative phenomena and their causes and harmful effects.
“We need to continue to effectively carry out the resolution of the 4th plenum of the 12th Party Central Committee and focus on key tasks and solutions to build a contingent of cadres, particularly at the strategic level, and top leaders, who are qualified, capable, and have a prestige on a par with their position. We need to continually reform and improve political and ideological work, criticism, and self-criticism; fine tune laws, mechanisms, and policies; strengthen oversight and discipline in the Party, resolutely fight against corruption and negative phenomena, and promote the role and responsibility of people-elected agencies, the Vietnam Fatherland Front, socio-economic organizations, and the public in Party building.”
Regarding revisions to Regulation 47, issued by the 11th Party Central Committee specifying things Party members are not allowed to do, Party leader Trong said the regulations were necessary then and are still necessary today, but supplements are needed to harness the political will, morality, and lifestyle of Party members in fighting degradation and preserving the discipline of the Party.
“Members of the Party Central Committee and other delegates are asked to leverage their experience and knowledge of the situation in their locality, agency, or work place to contribute practical, feasible opinions to draft Regulations, so we can update the things Party members cannot do. The criteria must be accurate, comprehensive, and easy to understand, remember, do, and monitor so that the awareness and behavior of cadres and Party members will be improved,” said Mr. Trong.
Concluding his speech, Party leader Trong asked the Party Central Committee to promote responsibility, and analyze, discuss, and make recommendations for reports, projects, draft resolutions, and decisions of the Party Central Committee.
