Party Central Committee’s 5th session discusses major issues

(VOVWORLD) - General Secretary of the Communist Party of Vietnam Nguyen Phu Trong reviewed major outcomes of the 5th session of the 13th Party Central Committee as he closed the session on Tuesday. The issues involved land use and management, agriculture, farmers, rural areas, collective economic development, the building of Party organizations and members, and the establishment of provincial Anti-Corruption Committees.

Regarding land use and management, the Party Central Committee agreed to issue a new Resolution on “Continuing to renew and fine-tune policies and laws, improve the efficiency of land use and management, and create a driving force for Vietnam to become a high-income developed country".

The Party Central Committee stressed the need supplement and develop Resolution 6, which affirms that land belongs to the people and that the State is the representative of the owners under unified management.

The State recovers land to use for defense and security purposes, to serve national interests, public interests, and socio-economic development projects in line with law and ensures fairness, transparency, and justice. Land use and management must guarantee the common interests of the people. People are facilitated to access and use land in an equitable, efficient, and sustainable manner.

With a consensus of awareness and full understanding of directions and guidelines, the Party Central Committee analyzed, evaluated, and agreed on solutions and orientations to continue revising and better enforcing executing the land law and policies, including the 2013 Land Law and related laws.

After 15 years of implementing the Resolution of the Party Central Committee on agriculture, farmers, and rural areas, with the involvement of the entire political system and the people, Vietnam has gained many comprehensive achievements, particularly agricultural restructuring, new rural development, industrialization and modernization of agriculture and rural areas, life improvement, and socio-economic development.   

People's trust in the Party and State has been increasing. In order to continue promoting these achievements, it’s necessary to be fully aware of the long-term strategic role of agriculture, farmers, and rural development in national renewal, construction, and defense. It should be seen as a basis and force for rapid and sustainable socio-economic development, political stability, national defense and security, and cultural preservation and promotion.

The industrialization and modernization of agriculture and rural areas is the top priority of national industrialization and modernization, said the Party leader, noting that the State should invest more resources in this sphere.

It’s necessary to ensure harmonious development between rural and urban areas, closely combine industry, service, and agriculture, and manage sustainable rural development and urbanization in the direction of "ecological agriculture, modern countryside, and civilized farmers".

The Party Central Committee reached consensus on the need to continue affirming the role and position of the collective economy over the last two decades. The Party chief said more attention should be paid to reforming, developing, and raising the efficiency of the collective economy in line with the characteristics of the socialist-oriented market economy and Vietnam’s global integration. Developing and improving the efficiency of the collective economy should be seen as a task of the entire political system.

The Party Central Committee agreed to make more substantive changes in improving the leadership capacity and power of Party organizations at all levels and the quality of cadres and Party members in order to build clean, strong Party organizations from the grassroots level. It’s important to understand that local Party units are the foundation of the Party, the political nucleus of grassroots level, and the bridge between the Party and people to ensure the Party’s leadership. Party members should play a role in determining the direct leadership and fighting capacity of Party organizations.  

Building pure, strong grassroots Party organizations and improving the quality of Party members are important, regular, and continuous tasks of Party Committees and members, in order to strengthen people's trust in the Party, and successfully develop and defend Vietnam’s socialism.

The Party Central Committee reached strong consensus on a plan to establish provincial Steering Committees on Anti-Corruption, which is a necessary, correct, and suitable policy right now.
