Party leader urges thorough implementation of Party Congress's guidelines

(VOVWORLD) - The on-going 3rd plenum of the 13th Party Central Committee in Hanoi is discussing key national issues, including the 5-year socio-economic development plan until 2025. In his opening speech, Party General Secretary Nguyen Phu Trong made a number of suggestions on these issues.

 Party leader Nguyen Phu Trong said the 13th National Party Congress reached high consensus on the 10-year socio-economic development strategy until 2030 and the 5-year socio-economic development tasks and orientations until 2025.

To institutionalize, specify, and successfully implement the goals and tasks set by the Congress, the Politburo has directed Party affairs boards at all levels to stay current on the socio-economic situation, particularly the implementation of the national financial plan and the mid-term public investment plan from 2016-2020, and forecast national development trends amid global changes. The results will be sent to the Politburo and the Party Central Committee to analyze at the 3rd plenum.

“They are important, broad, and decisive plans for the successful implementation of socio-economic development goals and tasks set by the 13th National Party Congress," said Mr. Trong.

"The Party Central Committee needs to take into account the Congress’s resolution reports by Party affairs boards, and the current situation to comprehensively analyze and forecast development trends under the impact of the COVID-19 pandemic, the 4th Industrial Revolution, and global political, economic, cultural, social, security, and defense developments.”  

Party General Secretary Nguyen Phu Trong asked the Party Central Committee to analyze the national socio-economic situation in the first half of the year when Vietnam was exerting efforts to contain the COVID-19 pandemic, particularly the 4th pandemic wave which has raged dangerously in multiple localities.

Vietnam’s socio-economy has recorded better results than in 2020 but the results still short of the targets, he said. Production and people’s lives, particularly in pandemic-hit areas, have been seriously affected by the pandemic. The global economy has seen signs of recovery but remains unstable. Global trade and investment have shrunk, and public debt has surged. Financial and monetary markets are facing risks and crises, said Mr. Trong.  

The COVID-19 pandemic has negatively impacted the global economy, including Vietnam, changed the global economic order, structure, and management method, and forced many countries to adjust their development strategy to improve their internal strength, domestic market, digital economy, and digital society, he noted.

Party leader Trong said it’s necessary to identify and create high consensus on viewpoints, guidelines, general goals, key tasks, and basic targets, especially mechanisms, policies, and measures which are realistic, breakthrough, and highly feasible to ensure the successful implementation of the set plans.      

“It’s necessary to thoroughly understand and implement major guidelines and decisions of the 13th National Party Congress on fine tuning development institutions, first of all, for the socialist-oriented market economy development; rapidly and sustainably develop the economy, society, and the environment; strengthen the macro-economy; improve the internal strength, capacity, productivity, efficiency, and competitiveness of the economy,” said Mr. Trong.

He emphasized the need to ensure economic growth in association with social development; implement social progress and equality while ensuring the pre-eminence of socialism in Vietnam; strongly renew Vietnam’s leadership; promote decentralization, and clearly define responsibilities and enhance the effectiveness and efficiency of coordination, supervision and inspection in resolving problems in the development process.

Party leader Nguyen Phu Trong said the 3rd plenum’s agenda covers many fundamental and important issues involving the leadership and instructions for realizing the goals and tasks of socio-economic growth and building a strong and transparent Party and political system and a law-governed socialist state of the people, by the people, and for the people.

He directed the Party Central Committee to thoroughly consider the issues on the table, contribute their comments and recommendations, and reach decisions at the end of the plenum.
