(VOVWORLD) - The first session of the 15th National Assembly concluded on Wednesday after more than a week of in person meeting in Hanoi, during which it elected and approved top state leaders and exhibited a spirit of national unity and determination to defeat the COVID-19 pandemic.

National Assembly deputies approved an organizational structure of the state apparatus, elected high-level personnel, and adopted 5-year plans for national socio-economic development.
Decisions for national development
The National Assembly approved the appointment of key positions to finalize the personnel line-up for the new tenure.
National Assembly deputies elected or approved a State President, Prime Minister, National Assembly Chairman, Chief Justice of the Supreme People’s Court, Prosecutor General of the Supreme People’s Procuracy, and several deputy positions. The line-up approved at the 1st session of the 15th National Assembly has met the requirements of the Resolution of the 13th Party National Congress.
Phan Thai Binh, a deputy for Quang Nam province, said: “I hope that during the 15th National Assembly, our elected leaders, with their experience and enthusiasm, will wholeheartedly fulfill their duties assigned by the Party, State, and people.”
The National Assembly adopted a resolution on Vietnam’s 2021-2025 socio-economic development plan, which targets an average annual growth rate of 6.5 to 7% during the period, and a per capita GDP of 4,700 to 5,000 USD by 2025.
The Assembly increased the budget for poverty reduction over the next 5 years through the National Target Program on Sustainable Poverty Reduction, which aims to achieve multidimensional, sustainable, and inclusive poverty reduction and ensure social security.
Supporting the government and the people in fighting COVID-19
For the first time the National Assembly included COVID-19 prevention and control in its resolution, giving the government more latitude in pandemic fight. Shortening the time frame by 3 working days compared to the plan approved at the beginning of the session is unprecedented in the operation of the National Assembly of Vietnam.

Secretary General and Chairman of the National Assembly Office Bui Van Cuong said: “The National Assembly deputies worked overtime and on the weekend to shorten their schedule, but it did not affect the content or quality of their work.”
The National Assembly’s resolution allows the Government to flexibly impose COVID-19 control measures, including issuing regulations not specified by law, to promptly handle emergency situations. This also includes applying specific, exceptional mechanisms for licensing, purchasing, and producing medical equipment and chemicals, and investing in medical facilities. The unprecedented decision meets the people’s aspirations, said Nguyen Van Tien, former Deputy Head of the National Assembly’s Committee for Social Affairs.
“It’s a wise decision, showing the National Assembly’s determination and support for COVID-19 pandemic prevention and control. The decision-making process strictly followed current laws and regulations. The deputies worked overtime to finish ahead of schedule,” Tien said.
