A smart city had been an abstract concept for most Vietnamese until recent years. For them, building a smart city could only be realized in wealthy countries. But Viettel Solutions, an affiliate of Viettel Group, has made this dream come true.

“When implementing smart city projects, our principle is to tailor make solutions based on local conditions, needs, and priorities. A smart city must of course adhere to the people-centered approach but in some localities prioritize tourism while others focus on agricultural or industrial development,” said Nguyen Manh Ho,CEO of Viettel Solutions.

Established in 2019, the Thua Thien-Hue provincial Intelligent Operation Center (IOC Hue) developed by Vietttel Solutions has served as a bridge linking businesses and people with state management agencies, helping to improve administrative procedures and create a friendly and effective administration.

As a result, administrative procedures have been simplified and are more transparent, and people can easily interact with state management agencies.

“An interactive app has proved very effective for us. It helps us receive and respond to customers’ comments rapidly and conveniently,” said Hoai Quang, Deputy Director of Thua Thien-Hue Electricity Company.

The IOC developed by Viettel Solutions has created a breakthrough in the application of IT in Thua Thien-Hue province and has been recognized internationally. The Thua Thien-Hue Intelligent Operation Center won the 2019 Telecom Asia Awards for the "Most Innovative Smart Cities Project”.

While Thua Thien-Hue boasts many advantages in IT infrastructure, the northern province of Thai Nguyen is a “bare land” in this field. After a survey on building a smart city in Thai Nguyen, Viettel decided to focus on urban security and safety solutions there.

The solutions included a security monitoring and control system, a traffic monitoring and control system, and a data analysis system. IOC Thai Nguyen closely monitors a wide range of areas, from handling people’s feedback to supervising public administrative services, and controlling epidemics.

“It took us a short time to complete the basic system for Thai Nguyen’s e-government and smart city, helping the province respond to emergencies swiftly and effectively. Thai Nguyen did a good job in the fight against COVID-19 thanks to a camera system connected to the IOC which operates under the supervision of the Chairman of the provincial People’s Committee,” said Vu Hong Nguyen, Director of Viettel Thai Nguyen.

Viettel Solutions has categorized 63 cities and provinces across Vietnam into 9 regions to make full use of the company’s resources. Its strategy is to build a role-model smart city which will be replicated in neighboring localities.

Viettel Solutions’ IOC is like a brain that controls and operates all the activities of a city via data collection and standardization. It analyzes, processes, and provides reports and decisions, and directs the city’s activities effectively serving local authorities.

“The current smart city concept centers around the building of a digital government, a digital economy and a digital society. We have developed various platforms for the building of smart city and digital transformation in localities. These platforms cover many areas including business, data analysis, healthcare, education, traffic, and agriculture,” said Viettel Solutions CEO Nguyen Manh Ho.

Viettel Solutions has now become the number 1 developer of smart cities in Vietnam. In 2021 alone, it piloted the IOC in 20 cities, twice the number than the 2019-2020 period.
