Hue-S: Thua Thien-Hue's smart urban service platform

(VOVWORLD) - Last year, the "Smart urban services platform in Thua Thien Hue Province" - Hue-S - won the Make in Vietnam Digital Technology Product Awards 2022 and made the top 5 Best Digital Products for Digital Society. Hue-S is an exemplar in building a friendly and modern government.

Hue-S was built to be a "super app" on the mobile platform. The app provides smart urban services for citizens and businesses, but also digital government applications that aid provincial-level government agencies in digital transformation. Everything is built on a modern, convenient, and easy-to-use digital platform.

“In implementing smart urban services, we have researched and applied many technological solutions provided by Hue-S to analyze and solve management problems. By implementing artificial intelligence, virtual assistants, chatbox, and solutions for systems developed at our center, especially new technological solutions, the system can automatically identify violations and forward them to local authorities, which as of recent, has proven effective,” Bui Hoang Minh, Director of the provincial Intelligent Operations Center (IOC), said.

One of Hue-S's outstanding features is receiving and answering citizens' everyday concerns on its digital platform by coordinating with relevant authorities to address citizens’ problems in a timely and effective manner.

So far, the app has received and processed more than 80,000 reports including photos, videos, and audio records sent by citizens. 230 agencies have participated in the system. The satisfaction rate reached nearly 80%.

Female: “Hello. We have received a report from you. Can I have a minute to discuss it? Your report said: At 20:15 at the Ba Trieu-Nguyen Cong Tru intersection, a motorcycle rider beat people nearby. Do you have video evidence of this?”

Thanks to Hue-S, case processing time has been shorterned by 60-70% and up to 90% in certain fields, enabling more digital procedures on resolving social issues, instead of relying on traditional methods like physical letters and reports.

With Hue-S on their smartphones, citizens can also access public and transparent information on land-use planning, electrical failures and safety, living environment, air quality, traffic, violence, natural disasters, and pandemics, which contributes to creating a digital society in education, health, tourism, and improving people's living standards.

With businesses' participation, Hue-S also integrates many social services, including plumbing and electrical services, online taxi booking, and bus map.

“In the coming time, we will continue to research new technological applications to improve our feedback handling service, smart urban service, and deliver frequent updates to Hue-S to adapt to new technology. Hue-S will also connect with other national digital platforms to promote the role of smart urban services. Our focus in the near future is integrating cashless-payment services to Hue-S, with a vision to provide each citizen with a digital account,” said Bui Hoang Minh, Director of the provincial IOC.

Built to be a "super app", Hue-S was piloted from June 2018 and went into service in May 2019. It has successfully established a unified platform connecting the State, businesses and the people with dozens of smart urban services. After 4 years of service, Hue-S has attracted 900,000 downloads and become a popular application for people in Thua Thien-Hue.

The province's goal is to have 50% of its mobile users, by 2025, get access to digital government services, smart services, and online communication. To this end, Hue-S is proving to be a reliable tool.
