 In a recent interview with VOV, Li said Vietnam’s provincial mergers and elimination of district-level administrative units will help consolidate financial resources, human capital, and capital approval authority.

“This will allow Vietnam to redirect more investment toward infrastructure, social security, and the digital economy,” said Li, adding, “The post-merger provinces in northern and central Vietnam will find it easier to harmonize seaport, railway, and industrial zone planning. If the ‘one province, one cloud’ digital government platform runs smoothly, data such as ID cards, health insurance, and land registration can be shared between provinces, helping to streamline administrative procedures for citizens.”

Associate Professor Li Tuankai said Vietnam will be able to balance development opportunities between large cities and small to mid-sized towns, integrate local identities into regional strategies, and narrow the urban-rural gap through its digital government initiative.

“In this way, Vietnam can solidify its own rapid growth and introduce a governance model that blends structural streamlining with digitalization, serves as a reference for other low- and middle-income countries, and plays a more prominent role in the collective rise of the Global South,” according to Li.
