Regarding the management of residents in the capital city, some said that the increase in the capital’s population is the main reason for overcrowding and causes difficulties in accommodation, transportation, healthcare and employment. In 2011, following some administrative adjustment, the approximate population density in Hanoi had reached 2,100 people per km2, 8 times the national average. Professor Dao Trong Thi, Chairman of the NA Committtee for Culture, Education, Youth and Children said that Hanoi is under a lot of pressure due to the sharp increase in its population, so the law needs to take far ranging measures to deal with the registration of residents: "We need to take stricter administrative measures on the registration of residents, based on the condition of their accommodation, their ability to pay their way. Other conditions such as asking residents to have jobs and qualifications are too far advanced".
