71 inmates including 5 foreigners at Vinh Quang prison are listed in the President's decision on special amnesty. In his address, Mr. Minh said continuing Vietnam’s leniency and humane policy, tens of thousands of inmates have received special amnesty and returned to their families. He said the President’s decision on amnesty gives equal opportunity to all inmates without discrimination of nationality, gender, religion, and social classes.
Mr. Minh said: "Pardoning is the first step on the path to the good. With what you have learned during the rehabilitation in prison, I believe that you will become good people who wish to stabilize their lives and have happy families and are determined not to commit crime again. To those inmates who are not included in the special amnesty list, I hope that you will continue to do your best and abide by the law and the rule of the detention establishment in order to be eligible for the lenient special amnesty policy of the Party and State."
