Greenhouse gas emission quota allocated for the first time in Vietnam

Deputy Prime Minister Ha said Vietnam has the first time implemented an emission quota allocation, and that the pilot program serves as a steppingstone to finetune the management mechanism before mandatory application nationwide.
During the pilot phase, specific quotas must be calculated for each sector like cement, steel, and electricity, while the size of piloted enterprises must be determined in preparation for future implementation across 100% of all emitting entities.

The Deputy Prime Minister added the pilot program must be based on solid scientific principles and conform to international standards such as the United Nations Framework Convention on Climate Change (UNFCCC) to ensure that the data is internationally recognized. It’s aligned with Vietnam's responsibilities and commitments in its Nationally Determined Contribution (NDC).
The period from now until 2027 will focus on pilot programs to comprehensively refine mechanisms and policies. From 2028, emission quota management will be officially and mandatorily implemented nationwide for all sectors and businesses.
