In his opening speech, Nguyen Thanh Binh, Secretary of the Ha Tinh provincial Party Committee and Chairman of the provincial People’s Council, reviewed Tran Phu’s glorious life and revolutionary career, an eminent student of President Ho Chi Minh, a resilient revolutionary soldier, and a prestigious leader to the Vietnamese Party and State.  Tran Phu was born on May 1, 1904 in Phu Yen province in a poor, patriotic Confucian scholar’s family. His hometown at Tung Anh commune in Duc Tho district was a land full of cultural and historical traditions.

In 1930, he was elected as the first General Secretary of the Communist Party of Vietnam when he was only 26 years old. On April 18th, 1931, he was arrested, cruelly tortured, and died on September 6th the same year. Nguyen Thanh Binh, Secretary of the Ha Tinh provincial Party Committee, said: “Although Tran Phu’s revolutionary life was short, he left a big amount of works to the Party and people. The 1930 political thesis drafted by Tran Phu and other Party important documents contributed to form an essential line for Vietnam’s revolution. These works were the outcomes of the proper and creative application of fundamental principles of Marxism-Leninism over the historical mission of the working class, the role of laborers, the revolutionary line for national liberation in colonial countries, and the flexible application of the Communist International into Vietnam’s revolutionary reality.
