NA discusses resolution on vote of confidence, judicial support

(VOVworld) – National Assembly deputies on Saturday continue their 4th session. High on the agenda was a legal institution to support judicial activities. After 2 years of piloting such type of institution in Ho Chi Minh city, initial successes have been recorded. However, some deputies urged for more re-education and training of human resources. Bui Van Xuyen, a deputy from Thai Binh province, said: “I call on the National Assembly to allow the expansion of the legal institution to support judicial activities to 3 years more years until December 31st 2015 in Ho Chi Minh City, then in central cities and provinces. So that comprehensive review will be made. I also urge for stricter regulations governing offices of judicial support, which should match notary public offices and layers’ offices.”

Earlier, the National Assembly approved a resolution on State Budget for 2013, including a total budget collection of 816 trillion VND and a total budget spending of 978 trillion VND. Budget overspending stands at 162 trillion VND (equivalent to 4.8% of GDP).

On Saturday morning, NA deputies debated the draft law on vote of confidence on officials elected or appointed by the NA or by People’s Councils. The session was broadcast live on national radio and television.

The NA Standing Committee proposed the NA conduct votes of confidence on 49 positions including NA chairperson and vice chairpersons, chairman of the Ethnicity Council, heads of NA committees, NA Standing Committee members, the state president and vice president, the prime minister and deputy PMs, and other cabinet members. The NA Ethnicity Council and the NA committees already holds votes of confidence for its vice presidents, vice heads, and other members of the NA Standing Committee, a total of 380 positions. Deputies said such a voting is too scattered while in the short term, the move should only focus on key positions in areas that could affect the country's socio-economic development. Nguyen Thi Kha, a deputy from Tra Vinh province, said lessons should be then learnt before the voting can be expanded ‘Conducting votes of confidence is the foundation for the assessment of cadres, personnel planning and promotion. The outcomes should be made public and transparent. The voting should be made regularly and correctly in terms of subject, process, and quality. If we can do like this, the people’s representatives can fulfill their responsibilities standing for people’s will and aspirations.’

NA deputies agreed to conduct votes of confidence annually using closed voting but there remain controversial opinions on the assessment at 4 levels including high, average, and low confidence, plus no idea remains. Many suggested the evaluation should be divided into only two levels of "confidence" and "no confidence".
