The Council is directly established by the Ministry of Culture, Sports and Tourism, or authorized by the Ministry to the People's Committee of Hue City. After the assessment is made, the Council will send a report to the People's Committee of Hue City to develop a renovation plan, submit it to the Ministry of Culture, Sports and Tourism for consideration, before reporting to the Prime Minister according to regulations.

Phan Thanh Hai, Director of the Department of Culture and Sports of Hue City, said “This Council consists of state management, heritage experts, and antique restoration experts, who will assess the extent of the damage and the possibility of restoration. After receiving opinions, the Council will propose an implementation plan to the municipal Committee and also the Ministry because this is a national treasure. Afterwards, the Hue Monuments Conservation Center will be requested to implement it, artisans will be invited for restoration. There will be someone to supervise and evaluate whether it ensures both aesthetics and quality.”

On May 24, Mr. Ho Van Phuong Tam, who was born in 1983 and is now a resident of Binh Tan District, Ho Chi Minh City, bought a ticket to visit the Hue Imperial City. When arriving at the Thai Hoa Palace, he climbed onto the throne and broke the left armrest of the artifact.
