The decision was made after the Quartet released a report last week criticizing the Palestinian Authority and its lack of commitment to peace.

The report strongly criticized certain Palestinian parties for inciting violence and called on the Palestinian Authority to stop provoking conflicts.

Mohammad Shtayyeh, a member of Fatah's Central Committee, said the report only discussed consequences without mentioning reasons. He said the first reason leading to the failure of the peace negotiations is the Jewish settlements that make a two-state solution impossible.

The report mentions Israel’s commitment to a two-state solution following its expansion of settlements in Palestine’s occupied territory.
