Mr. Lam said that the Politburo determined that streamlining the organizational structure of the political system to ensure its efficiency and effectiveness is a revolution.
Therefore, the Party Central Committee requests that ministries, sectors and localities demonstrate a high political determination to synchronously implement all necessary measures, he said.
The restructuring process must ensure that the operation of agencies and organizations are uninterrupted and the normal activities of citizens and businesses are unaffected, according to Party leader Lam.
He emphasized that the Party Central Committee unanimously approved proposals to revise the socio-economic development plans for 2025, aiming for a growth rate of at least 8%, with double-digit expansion expected from 2026 to 2030. Achieving these goals is critical for the country to break free from the middle-income trap, and become a developing country with modern industry and high-middle-income by 2030, and a developed, high-income country by 2045, said Mr. Lam.
The Party chief called for efforts to accelerate three strategic breakthroughs, with top priority given to institutional reform, described as the breakthrough of breakthroughs.
“It is crucial to effectively implement the Politburo's Resolution 57 on breakthroughs in science and technology development, innovation, and national digital transformation," he said.
"Focus should be placed on emerging areas such as artificial intelligence, big data, cloud computing, and semiconductors. It is important to accelerate the commercialization of 5G, research 6G technologies, develop low-earth orbit telecommunications satellites and a high-quality workforce, and attract overseas Vietnamese and international scientists and experts,” Mr. Lam noted.
The Party leader underlined the need for immediate action, ensuring that the public’s “expectations” do not turn into “disappointments.”
